In response to National Treasury’s Municipal Standard Chart of Accounts Regulation, Ducharme has developed a cloud based mSCOA Viewer e-solution which provides an integrated view and analysis reporting solution of Municipal Standard Chart of Accounts (mSCOA) financial information across the various mSCOA segments.

  • MULTI-PERIOD COMPARISON

    Built-in predefined functionality to view mSCOA data across multi-segments across multi-periods, and
    reporting to provide easier and faster access to this view for the key decision makers.  Our system allows for multi-users to view and assess the information simultaneously for the practical implementation considerations.

  • BUDGET VS ACTUAL COMPARISON

    Multi-period financial summary of Municipal financial data: mSCOA aligned data across 3 multi-periods based on the information uploaded from the Municipal Trial Balances, with selectable element views such as:

    • Opening Balance,
    • Closing Balance,
    • Original Budget,
    • Adjusted Budget,
    • 2nd Adjusted Budget; and
    • Final Budget.
  • SEGMENTAL COMPARISON

    Our system allows for segmental comparison.  E.g.  the Departmental summary allows for comparison per function segment and then view relevant line balances per other mSCOA segments. Such as comparison on Electricity, Waste Water and Water departments per Function segment on Non-exchange Revenue per Item segment (across 3 multi-periods):

  • PRESET & TAILORED REPORTING

    Our tailored reports allows for interaction by users, for further analysis by the user or even inserting of comments in the exported file for circulation to other users for follow-up.    These include reporting for further mSCOA Analysis and Financial analysis.

  • mSCOA STATUS REPORTING

    Our pre-populated graphs and defined data tables assist e.g. to identify exceptions/ misalignments within the various mSCOA segments (Project, Item, Function, Funding, Region), but also put data in perspective.

  • FINANCIAL ANALYSIS REPORTING

    Automation of mSCOA based municipal statement of position and statement of performance for misalignment considerations and AFS reclassifications; Automation of R&M Per Asset Class and Service Type (GRAP 17); Populate Appendix B for Asset Register and PPE Note comparison), NERSA reporting template, etc.
